If You Are Applying for USDA REAP

USDA published a new REAP rule on October 1, 2026. A few points matter when you plan your application:

  • Apply after you build. Your project must have been completed between 12 and 24 months before you apply (7 CFR §4280.122(a)(1)). For the first application window under the new rule, the project period may have ended up to 36 months before (7 CFR §4280.122(a)(6)).
  • Watch for the dates. USDA publishes the application dates on its website. Applications are due by 5:00 p.m. Eastern time on the published deadline (7 CFR §4280.133(a)).
  • You get one shot per year. USDA accepts no more than one application from each highest-level owner each federal fiscal year (7 CFR §4280.133(c)).
  • Scoring is by points. Applications are scored out of 90 points, with up to 10 more priority points (7 CFR §4280.140(d)). An application needs at least 40 points to be funded (7 CFR §4280.150).
  • Grant writing fees are not a project cost. The cost of preparing the application is not an allowable project cost, so it cannot count toward your project budget (7 CFR §4280.125(b)(17)).
  • Avoid conflicts of interest. USDA’s discussion of the rule lists grant writing as a transaction that can involve a conflict of interest. One example it gives is the renewable energy system developer writing the application (Federal Register 2026-20178, discussion of §4280.106).
