REAP Grant Assistance for Small Businesses: What You Need to Know

If you’re a small business owner in a rural area, there’s a good chance you’ve heard about the USDA’s REAP Grant, but may not be sure how it works or if it applies to you.

Between federal forms, technical reports, and eligibility requirements, the process can feel like a maze. As a result, many qualified businesses never apply, even though the REAP Grant can fund up to 25% of renewable energy or energy efficiency projects (7 CFR §4280.122(a)(3)).

What Is the USDA REAP Grant?

The Rural Energy for America Program (REAP) is a USDA initiative that offers grant funding and loan guarantees for:

  • Renewable energy systems (like solar, wind, or biomass)
  • Energy efficiency improvements (like HVAC upgrades, lighting, insulation, and more)

Eligible rural small businesses and agricultural producers can receive up to 25% of total project costs through the grant (7 CFR §4280.122(a)(3)), plus additional benefits from tax credits, depreciation and other bonus incentives.

What Changed in October 2026

USDA published a new REAP rule on October 1, 2026. Here is what small businesses should know:

  • You apply after the project is done. The project must be completed 12 to 24 months before you apply, or 12 to 36 months in the first application window (7 CFR §4280.122(a)(1), (a)(6)).
  • Grant requests run from $1,500 up to $500,000 for renewable energy systems and up to $250,000 for efficiency projects (7 CFR §4280.122(a)(2)).
  • A rural small business must meet SBA size standards and be located in a rural area (7 CFR §4280.104). You need a SAM.gov registration with the “All Awards” option and an active SBA profile that shows you as a small business (7 CFR §4280.120(a)(1)-(2)).
  • Your business must have been an existing business (one that has operated for at least a full year) at least 12 months before the project started, and it must own the system (7 CFR §4280.120(a)(5)-(6)).
  • The project needs its own meter. If one meter covers your business and your home, you must add a separate meter for the business (7 CFR §4280.122(a)(16)).

A strong application takes time to prepare. USDA reviews and awards grants on a competitive, scoring basis, which is why it’s smart to start early and consult an expert. Applications are scored out of 90 points, with up to 10 more priority points, and need at least 40 points to be funded (7 CFR §4280.140(d)-(e), §4280.150). Starting early now means planning the project the way USDA requires before you build. That includes the right technical report and a qualified, licensed installer chosen using federal procurement procedures (7 CFR §4280.122(a)(8)-(10)). Our application guide walks through the steps.
