What Documents Do I Need for a USDA Grant Application?

Applying for a USDA Rural Energy for America Program (REAP) grant is one of the best ways to fund renewable energy or energy efficiency upgrades for your farm or rural small business (7 CFR §4280.101), but if you’ve looked at the application requirements, you know the process can be overwhelming.

Why the USDA REAP Application Process Can Be Tricky

Between technical reports, business paperwork, and financials, it’s easy to get lost in red tape or miss a crucial detail. USDA rejects incomplete applications, and only the required items are considered (7 CFR §4280.133(b)).

The Documents USDA Requires

Under the October 2026 rule, you apply after your project is finished. The project must be completed 12 to 24 months before you apply, or 12 to 36 months in the first application window (7 CFR §4280.122(a)(1), (a)(6)). So many of these documents come from the finished project. The rule lists every required item (7 CFR §4280.131).

About your business:

  • Legal name and address that match SAM.gov, your Unique Entity ID, and your SSN or TIN (7 CFR §4280.131(a)(1)-(3))
  • Incorporation date and a current Certificate of Good Standing (7 CFR §4280.131(a)(4)-(5))
  • Bylaws or operating agreement (7 CFR §4280.131(a)(6))
  • Names and SSN or TIN of the principals (7 CFR §4280.131(a)(7))
  • Owner names and ownership percentages. Agricultural producers also show whether owners work in the operation, the main commodity, and the majority owner’s total income and income from the operation in the most recent tax year (7 CFR §4280.131(a)(8))
  • Business-level income statement, balance sheet, and statement of cash flows for your most recent completed fiscal year. Projects costing $200,000 or more also need two years of pro forma statements (7 CFR §4280.131(a)(9))
  • A summary of any past REAP awards (7 CFR §4280.131(a)(10))
  • A description of your business, including your average number of employees over the last 12 months (7 CFR §4280.131(a)(11))
  • Any foreign ownership, and a conflict of interest disclosure and certification (7 CFR §4280.131(a)(12)-(13))

About your project:

  • A project description and whether it is a renewable energy system or an efficiency project (7 CFR §4280.131(b)(1)-(2))
  • A technical report. Efficiency projects of $80,000 or less need an Energy Assessment. Larger efficiency projects need an Energy Audit. Renewable systems need a Resource Assessment or Feasibility Study (7 CFR §4280.131(b)(3))
  • Copies of all project agreements if the project cost more than $80,000, such as interconnection, financing, and maintenance agreements (7 CFR §4280.131(b)(4))
  • Country of origin for all solar and wind components (7 CFR §4280.131(b)(5))
  • A description showing the technology is commercially available, including at least one year of performance data from another system (7 CFR §4280.131(b)(6))
  • Details on your installer and other key service providers, including license numbers and how you chose them, plus a description of each procurement contract (7 CFR §4280.131(b)(7)-(8))
  • Certification that the project has a dedicated meter (7 CFR §4280.131(b)(9))
  • A completion certification. Projects costing $200,000 or more need a certificate from a professional engineer licensed in the state where the project is located (7 CFR §4280.131(b)(10))
  • Project address, any cropland used and how many acres, and the system size and annual energy production (7 CFR §4280.131(b)(11)-(13))
  • Project Period dates (7 CFR §4280.131(b)(14))
  • An itemized budget, plus a signed commitment letter for any cost share a third party provided (7 CFR §4280.131(b)(15)-(16))
  • Energy data for the simple payback. Renewable systems need 12 consecutive months of energy use before installation and 12 months of production after, with dollar values. Efficiency projects need before and after energy use from the Energy Assessment or Energy Audit (7 CFR §4280.131(b)(17))
  • Confirmation that your business owns the system (7 CFR §4280.131(b)(18))
  • A deed or tax assessment for the site, or a copy of the executed lease (7 CFR §4280.131(b)(19))
  • Certifications on accessibility, seismic safety, and compliance with permits, codes, and laws (7 CFR §4280.131(b)(20)-(22))

Everything goes in a single application. Applications are due by 5:00 p.m. Eastern on the deadline, and USDA publishes the application dates on its website (7 CFR §4280.133(a)-(b)). Our application guide walks through each step.
